The Frontlines of Communities in the United States (FOCUS) HIV/HCV Testing Program provides routine HIV and Hepatitis C Virus (HCV) testing and linkage-to-care in six Federally Qualified Health Centers (FQHCs) in Philadelphia, PA. These health centers primarily serve homeless persons and public housing residents.
The project integrates dual routine testing through a medical assistant-initiated, opt-out, laboratory-based model. It uses electronic medical record (EMR) modifications to prompt, track, report, and facilitate reimbursement for HCV testing. This model has been recognized by the CDC and the World Health Organization as a best practice in their HCV Testing Guidelines.
